Program Co-Chairs

John J. Flynn III represents private developers and public agencies in complex land use and environmental litigation matters. He has prosecuted and defended claims based on a wide array of state and federal laws, including the Coastal Act, CEQA, the Porter-Cologne Act, the California Subdivision Map Act, NEPA, ESA, and the Clean Air and Water Acts.

Rick Zbur practices in all areas of environmental law, including land use, governmental and administrative law, air quality compliance and transportation issues. He specializes in approvals and enforcement matters before the California Coastal Commission. He also advises developers on compliance with NEPA, CEQA, and the air, water quality and transportation regulations.

Keynote Speaker

Peter Douglas is the third Executive Director in the Commission's history. He was appointed in 1985, having served as Deputy Director since 1977. He was a principal author of the 1976 Coastal Act.

Faculty Members

Michael Berger is one of California's preeminent appellate lawyers and is one of the top land use and condemnation lawyers in the country. He has argued four cases before the US Supreme Court.

Steve Blank has spent the last 29 years in California as a successful businessman, conservationist and passionate teacher. He is a member of the Audubon National Board. He teaches at UC Berkeley Haas Business School and at the Stanford Graduate School of Engineering.

John P. Erskine focuses on land use, real estatedevelopment and entitlement, the Coastal Act, CEQA, NEPA, and related environmental issues. He represents property owners before state agencies, including the Coastal Commission.

Christi Hogin serves as City Attorney for the cities of Malibu and Lomita through her municipal law firm, and represents the coastal cities of El Segundo, Hermosa Beach and Port Hueneme. She litigates land use, CEQA, and election issues for public entities.

Susan K. Hori emphasizes land use and environmental law, including the processing of land use entitlements for real estate development projects and the resolution of environmental issues affecting real property.

Stanley W. Lamport practices land use and entitlement law. He has represented projects throughout the coastal zone and has litigated numerous cases involving the Coastal Act. Mr. Lamport's practice also involves legal ethics. He is a former chair of the State Bar Committee on Professional Responsibility and Conduct, and is a member of the Commission for the Revision of the California Rules of Professional Conduct.

Susan McCabe has 30 years of legislative and lobbying experience. She has developed expertise in land use matters as Principal Consultant to the Assembly Energy and Natural Resources Committee, as a member of the California Coastal Commission, and as Executive Director of an organization concerned with coastal issues.

Cynthia McClain-Hill leads her firm's land use, environmental law and regulatory practice, and provides counsel on a variety of public-private partnerships. She has written numerous articles on these subjects for a Real Estate Law Special Edition of the Los Angeles Daily Journal.

Loren Montgomery advises clients on the numerous regulatory, environmental, political and technical issues related to developing property in California. Her projects involve multidisciplinary issues ranging from local and state planning and zoning regulations and approvals, to CEQA, the Coastal Act, and the Subdivision Map Act.

Jamee Jordan Patterson has served as the Attorney General's litigation liaison to the California Coastal Commission since 1991. She advises the Commission and represents the Commission in litigation. She also represents the State Lands  Commission, Coastal Conservancy and other state agencies in litigation.

David Weinsoff has an environmental law practice. His clients include the Coastal Law Enforcement Action Network, the Wetlands Action Network and Access for All. He was previously with Touchstone Environmental/EPICS International from 1991 to 1996.
