Program Chair

John B. Weldon Jr. represents clients in water rights and natural resource related matters. He has represented the Salt River Project (SRP) in the Gila River and Little Colorado General Stream Adjudications since 1977. He has represented clients on matters relating to the usage of Colorado River water, and has represented utilities and water users organizations in cases before the Supreme Court of the United States.

Faculty Members

Alejandro Barcenas seeks to maintain the overall water balance in his area, also taking into consideration protection of the Santa Cruz River’s riparian habitat.

Tom Buschatzke is responsible for policy development for the management of his city’s water resources. He is the City’s liaison with the SRP, the Central Arizona Project and the Department of Water Resources.

Carla A. Consoli assists clients in acquiring water rights and resolving water law and endangered species issues, including the negotiation of environmental agreements and determination of liabilities during the acquisition of property.

Patrick J. Cunningham has served in his current position since 2003. He previously worked for 12 years in the Arizona Attorney General’s Office, and he served on the State Bar Ethics Rules Review Group, which rewrote the Bar’s Ethical Rules.

Terry Fulp was appointed to his position in March, 2008. He oversees programs that implement the Secretary of the Interior's water master functions on the lower Colorado River, including water delivery, accounting, and contracting.
 

Grady Gammage Jr. has spent the last 20 years representing all types of real estate

development projects. He was instrumental in structuring Arizona’s innovative Urban Land Act. He also consults with cities about development regulation and twice chaired the Phoenix Design Review Standards Committee.

Gregg Garfin works to bridge the science-society interface in the environmental and climate science areas. He is a co-investigator on the Climate Assessment for the Southwest project and is co-chair of Arizona’s drought monitoring technical committee.

Brad Hill has over 20 years of professional hydrological experience, 11 being in municipal government. He is responsible for his City’s water resources, water rights, water policy, and water conservation programs.

Mark Holmes is responsible for developing a long-term water management plan, creating water policy and expanding the Town’s water portfolio. He is working to develop Town code that would address water conservation. He previously served as a hydrogeologist with the Arizona Department of Water.

James H. Holt has been in his position since 2005, when he also began as the Senior Project Manager for the Big Chino Water Ranch Project. He was most recently the Area Director of the Prescott Active Management Area from 2000 to 2005, after having served with the Arizona Department of Water Resources for 18 years.

Douglas K. Miller has been in his position for over 23 years. He and his district are responsible for operating and repaying Arizona’s share of construction costs for the Central Arizona Project. Previously, he was with the Department of Justice representing the EPA and other federal agencies.

Scott Miller is responsible for providing direction and support in the areas of policy and program development. He previously managed the Office of Assured and Adequate Water Supply and took the lead on developing the Department’s Well Spacing and Well Impact Rules.

John Munderloh works to secure long-term water resources for the community and the region. He has spent 20 years working on water related issues for several stakeholders.

Steven L. Olson joined his association in 2005 after serving as the Government Relations

Director of the City of Scottsdale. He and his association represent members in areas of water resource management and development of urban water policy.

William E. Rinne works with Colorado River basin states and the Bureau of Reclamation on implementing Lower Colorado River Basin shortage guidelines and coordinated reservoir operations for Lakes Powell and Mead.

Tom Runyon has been assisting his installation in water resources management for the past eight years. He has a background in geology and environmental engineering.

Kenneth Seasholes works on a range of issues, including supply and demand forecasting, data management, and support for the Groundwater Replenishment District. He previously served as the Area Director within the Tucson Active Management Area.

Karen L. Smith has experience serving as the Water Quality Director for the Arizona Department of Environmental Quality and working in water resources management for the SRP. She is an adjunct professor at Arizona State University, where she teaches in the History Department.

Buzz Walker oversees the operation of his town’s Water, Street, Engineering and Parks and Recreation Departments. He also serves as the Town’s first and only Water Superintendent and as its Special Projects Director, among other municipal roles.
