John M. Schultz chairs his firm`s Regulated Industries
Department. He has over 25 years of experience in
environmental, natural resources, and federal Indian
Law. He has worked around the country on dozens
of NEPA projects, including his current work on a
proposed 300-mile electrical transmission line in
Oregon and Idaho, and for two proposed large tribal
casino resorts in California.

KEYNOTE PRESENTER

Horst G. Greczmiel joined the CEQ in 1999. He is
responsible for overseeing and implementing NEPA
and CEQ mandates to ensure that federal agencies
integrate environmental values into decision-making.

FACULTY

David F. Bartz Jr. focuses on the litigation of
environmental and construction issues. He has
extensive experience representing clients in court
and before administrative agencies, including the U.S.
EPA, the Washington Department of Ecology, and the
Oregon DEQ.

Ron Bass advises clients on NEPA and CEQA
compliance. He is co-author of The NEPA Book: A
Step-by-Step Guide on How to Comply with the National
Environmental Policy Act, and The CEQA Deskbook:
A Step-by-Step Guide to the California Environmental
Quality Act.

Adam Bless has 17 years of experience licensing
energy facilities in Oregon, including generating
plants, gas pipelines and electric transmission. He is
currently the State`s lead reviewer for the Boardman
Hemingway transmission project.

Patty Boyden joined the Port of Vancouver in June
2000. She is responsible for providing policy direction
for environmental issues related to Port operations,
natural resources, clean-up projects, property transfers,
and new development.

Alysa Keller Conway practices in the areas of water
and environmental law. She previously worked in the
field of environmental consulting and engineering,
performing environmental site assessments,
remediation and governmental permitting.

Barbara D. Craig focuses on federal environmental
and natural resources law, with emphasis on
endangered species compliance, and forestry and
energy facility permitting and compliance issues.

Albert M. Ferlo has 30 years of experience. He
previously served 15 years with the U.S. Department
of Justice, and as Counselor to the Chief with the U.S.
Forest Service. He currently focuses on counseling and
litigation under NEPA and the ESA.

Erik Hackett manages design and construction
projects for electric transmission and distribution
lines, as well as electric substations. He is currently
leading the 500 kilovolt Boardman to Hemingway
Transmission Line Project in Oregon and Idaho.

Peter R. Jarvis focuses his practice on attorney
professional responsibility and risk management.
He advises lawyers, law firms and corporate legal
departments in legal ethics, risk management and
disciplinary defense matters.

Nathan Karman is a member of his firm`s
Environmental Group, where he works with clients
on a variety of permitting, cleanup, redevelopment
and environmental litigation issues. He also works
with Energy and Regulated Industries clients.

Maggie Langlas provides policy and program
direction while facilitating dialogue between
managers, lawyers, and specialists on natural
resource issues in eastern Oregon.

Douglas C. MacCourt concentrates his practice on
environmental and natural resources law, energy
development, land use, and property transactions. For
the past 20 years, he has helped private and public
sector clients to permit, construct and operate energy,
industrial and economic development projects.

Jim Nickerson leads his company`s West Coast
transmission line pipeline practice. He has 25 years
of experience in siting, environmental assessment,
licensing, permitting, and compliance for natural gas
pipeline, electric transmission, fiber optic and power
generation facilities.

Owen L. Schmidt has more than 32 years of
service with the federal government. He served
as Senior Counsel with the U.S. Department of
Agriculture, and as a Special Assistant United States
Attorney in the District of Oregon.

V. Heather Sibbison chairs her firm`s Native
American Practice Group. She previously served
for nearly seven years as Special Assistant to the
Secretary of the Interior, and as Counsel to the
Assistant Attorney General for Environment and
Natural Resources at the Department of Justice.

Rob Roy Smith has almost 10 years of experience
working with tribal entities. He advises clients
on all aspects of federal law, including economic
development, natural/cultural resource protection,
taxation, tribal sovereignty and gaming.

Greg Summers is a NEPA specialist and senior
wetland scientist. He has managed, prepared and
reviewed a broad variety of EISs, EAs, Biological
Assessments, wetlands evaluations and related
studies. He has also managed EISs under SEPA.

Dustin T. Till focuses his practice on energy
and environmental regulatory compliance and
litigation. He is a recognized authority on the
rapidly evolving legal landscape of climate change.

Nicholas C. Yost served as General Counsel of
the President`s Council on Environmental Quality,
where he was lead draftsperson of the CEQ`s
NEPA Regulations. His practice includes the
representation of businesses, Indian Tribes, and
local governments, in going through the NEPA
process and in defending the resulting documents
in court.
