Program Co-Chairs

Sylvia Harrison has 20 years` experience
practicing natural resource and environmental law,
and heads her firm`s Environmental and Natural
Resources Practice Group. She has particular
expertise in complex environmental cases and
the environmental aspects of other complex
matters, including commercial transactions and
bankruptcies, environmental law and permitting,
water law, mining and public land law. She has a
PhD in geology and is committed to integrating
scientific knowledge with the public interest.

Michael Pagni is a third generation Nevadan and
focuses on real estate and water law, corporate
and transactional law, administrative law and
governmental relations. He has served, and
continues to serve, as outside general counsel for
several large public agencies in northern Nevada.
His experience also includes serving as general
counsel for a Nevada gubernatorial campaign and
clerking for federal judges.

Keynote Presenter

George M. Caan is responsible for guiding the
Colorado River Commission into the 21st century.
His responsibilities include capital construction,
energy services, water resource management
and planning and environmental management.
The Commission delivers 500 MW of federal
hydropower, and supplemental resources to
power customers in southern Nevada. It is also
a full service electric utility serving the needs of
the Southern Nevada Water Authority in its efforts
to expand water treatment and transmission
facilities, and is responsible for the success of
$75 million of capital projects to design and build
electrical transmission and distribution facilities.
Mr. Caan is an active participant in numerous
professional and academic forums, speaking
on issues dealing with water resources, power
management and environmental stewardship.
