Dear Colleague,

     As our representatives in Washington, D.C., and Sacramento scramble to stimulate our struggling economy, new public infrastructure spending has entered the limelight. Federal stimulus spending – and state and local officials’ efforts to allocate transportation money already approved by the voters, before the recent downturn – have given some eminent domain professionals pause. What new public infrastructure projects are looming? How will these new public projects affect the outlook for eminent domain practitioners? Could the practice of eminent domain law emerge as recession-proof? 
     Although the economic downturn and new infrastructure spending have provided some challenges and excitement for all eminent domain practitioners, many practitioners still find themselves grappling with persistent everyday challenges: understanding the details of recent changes in eminent domain procedures, new developments in the case law, and establishing fair market value in a down market. It is time for all California eminent domain professionals to regroup and refocus on improving our mastery of eminent domain law, eminent domain trial techniques, and building an eminent domain practice. 
     This Conference offers us the opportunity to do just that.
