Keynote Presenter

John T. (“Jack”) Boese is a nationally-recognized expert on the civil False Claims Act.  For over 25 years, he has represented defendants in numerous False Claims Act cases brought by qui tam relators or by the Department of Justice.  His clients include corporations and institutions in a broad variety of industries, including defense contractors, hospitals, churches, construction companies, insurance companies, pharmaceutical companies, oil and gas companies, major retailers, import/export firms, computer manufacturers, software and computer service providers, universities, airports and more. He has appeared in over 40 federal district courts and argued in most of the federal circuit courts of appeal. He is the author of the book, Civil False Claims and Qui Tam Actions (Aspen Publishers 3d ed.), a comprehensive, two-volume treatise on the civil False Claims Act and qui tam enforcement at both the federal and state levels. The book is commonly cited as authority on this subject by courts at all levels, as well as by practitioners and academics. Mr. Boese recently testified before the Senate Judiciary Committee on behalf of the U.S. Chamber of Commerce regarding proposed amendments to the Federal qui tam law. Katherine Lauer has put together an excellent Conference!  Katherine is a partner in the San Diego Office of Latham & Watkins and is a Global Co-Chair of the firm’s Health Care and Life Sciences Practice Group. She has defended some of the country`s largest and most high-profile criminal government healthcare fraud investigations and civil False Claims Act qui tam cases, representing such clients as HCA (then, Columbia/HCA) and Tenet Healthcare. Ms. Lauer has been recognized by Nightingale`s Healthcare News [ITAL] as one of the country`s top attorneys–in 2004 as an "Outstanding Fraud and Compliance Lawyer" and in 2006 as an “Outstanding Healthcare Litigator.” Ms. Lauer is the past Co-Chair of the Health Law Litigation Committee of the American Bar Association Section of Litigation, and is the current chair of the Committee’s Qui Tqm/False Claims Act sub-committee. She speaks regularly at national conferences.
