Program Chair

Michael J. Steel focuses on federal, state and local regulatory compliance issues, crisis management, dispute resolution and litigation. He is a co-leader of his firm’s Environmental Litigation practice. He represents industrial companies and individuals.

Keynote Speaker

Linda S. Adams was appointed to her position in 2006 by Governor Schwarzenegger. She oversees the environmental activities of the Air Resources Board, State Water Resources Control Board, and Office of Environmental Health Hazard Assessment, among others.

Ralph Cavanagh co-directs his council’s energy program. He is a former member of the U.S. Secretary of Energy’s Advisory Board and is a current member of the National Commission on Energy Policy.

John J. “Jack” Coffey is responsible for his company’s interests in California politics and he supervises a team that lobbies the legislature and regulatory bodies in the State.

Larry Dale is the Associate Director of the U.C. Berkeley Climate Change Center. He has worked on water resource, energy and environmental projects for the past 25 years and on the economics of climate change for the past five years.

Dominic DiMare has been in his position since 2004. He oversees his organization’s public policy team and serves as its chief policy advocate.

Pierre H. duVair focuses on greenhouse gas emission accounting, inventory methods, and emission reduction strategies. He also provides guidance to the California Climate Action Registry.

Björn Fischer is an economist and analyst with more than 12 years’ experience. He leads U.S. activities for his company and previously served as the Business Development Manager for The Climate Trust.

Peter C. Fusaro has 32 years of experience in the global energy industry and he is an international expert on oil, gas, electric power, and environmental financial markets. He is the best selling author of "What Went Wrong at Enron" and is a co-founder of the Energy Hedge Fund Center.

Alicia Guerra has broad experience in land use planning and development, wetlands and endangered species regulation, water rights, air quality, and water quality permitting. Her expertise includes CEQA, NEPA, ESA and the Clean Water Act.

Kevin T. Haroff has practiced environmental and land use law and litigation for over 20 years. San Jose Magazine has consistently named him one of the Silicon Valley’s leading environmental lawyers.

James A. Holtkamp focuses on climate change issues, including avoided deforestation sequestration, carbon credit trading, corporate climate change policies, and the development of governmental programs.

Daniel M. Kammen is the founding director of the Renewable and Appropriate Energy Laboratory. He focuses on clean, renewable energy systems, energy efficiency, and energy and national policy.

Laura H. Kosloff oversees a team that is involved in greenhouse gas market forecasting, project development for voluntary and Kyoto markets, and the development of emissions trading programs.

K. Russell LaMotte advises and represents clients in matters relating to global and regional regulatory regimes. He served as a U.S. negotiator at several of the Kyoto Protocol implementation meetings.

Christopher J. McNevin is the co-leader of his firm's Environmental Litigation team, focusing on litigation, counseling, climate change issues, and other environmental issues. He also practices in his firm's Climate Change & Sustainability Group.

Kevin Poloncarz leads his firm’s Air Quality and Climate Change Program, where he represents clients on all aspects of relevant air quality regulations and climate change initiatives.

Greg San Martin coordinates his company’s climate protection program. In 2004, PG&E was the recipient of the California Climate Registry’s Climate Action Champion Award.

Jack Stoddard is the primary counsel working on implementation of California’s climate change legislation as it applies to the State’s electric utilities.

Paul A. Thomsen manages his company's federal, state and local legislative programs. He serves as its principal liaison with organizations and advocacy groups involved in the renewable energy sector.

J. Craig Williams is the founding member of his firm, where he emphasizes complex business litigation in the areas of environmental and land use law. He is a regular lecturer and author on environmental and ethics topics.
